Land reforms must before return, insists Baidya camp

The hardline faction of the UCPN (Maoist) has asked the Dang local administration to suspend the process of returning seized property in the district.
The Maoist camp led by Vice-chairman Mohan Baidya has suggested that the property seized by the party during the insurgency should not be returned to their rightful owners unless the government introduces a new system of land reforms in favour of poor farmers. A delegation led by Maoist lawmaker Indrajit Tharu submitted a memorandum in this regard at the District Administration Office on Sunday.

has also demanded jobs in the agriculture sector for farmers and guarantee of tillers’ rights for tenant farmers.
Returning of the land without ensuring the rights of the farmers will be an outright conspiracy against them, Tharu said. “The land can be returned only after a new policy is in place.”
The Maoist lawmaker proposed that the government hold one-on-one dialogue with the struggle committee representing the farmers.
He said the party resorted to the takeover of land with the intent of stamping out the ‘feudal’ land holding system and that returning such land without changing the system will be pointless.
“The farmers are ready to return the land but we strongly demand that their rights be guaranteed,” Tharu said. Chief District Officer Rishiram Sharma said problems that have come up in the land returning process should be resolved in a mutual understanding of the tenant farmers, the landlords and the Maoist party.
According to data at the District Development Office, the Maoist party has taken over 296 hectares of land belonging to 47 families in Dang.
Loyalists asked to resist bid
GULARIYA: The Baidya faction of the UCPN (Maoist) in Bardiya has instructed its cadres to oppose every effort that is made to return seized property. The party conducted a training for its activists on Sunday, wherein Drabya Shah of the Maoist Tharuwan State Committee directed the cadres to thwart the land returning campaign. Around 140 activists from the Maoist youth wing, Young Communist League, attended the training. Meanwhile, Maoist-aligned farmers staged a demonstration in Gulariya to protest the land return process. They submitted a memorandum at the District Administration Office demanding scientific land reforms and guarantee of tillers’ rights.
