KATHMANDU, NOV 21 -

Expressing his repugnance over what looked like an incidence of defiance in bureaucracy, Prime Minister Baburam Bhattarai on Sunday revealed how a joint secretary-level official flouted his and the Cabinet’s directives.

PM Bhattarai was surprised when he found that the official whom he wanted transferred to a reserve pool for failing to discharge his duties properly was ‘rewarded’.

PM Bhattarai had directed transferring executive director of the Kathmandu Metropolitan City (KMC), Ganesh Rai, to the reserve pool of the Ministry of General Administration (MoGA) following several complaints against him.

But, to Bhattarai’s dismay, Rai managed not only to get himself transferred to the Home Ministry but also to fly abroad with members of an all-party mechanism under the KMC. Rai is currently on a foreign jaunt.

Officials wonder how a transferred official managed to go aboard with representatives from his previous office without informing the authorities concerned.

Following complaints from various quarters, the PM had called Rai at his office a few days ago and instructed him to improve his working style, as the metropolis was going haywire day by day.

“He [Rai] never took my advice seriously and reacted with zigzag answers,” PM told the reporters at his residence. “Then I instructed Chief Secretary Madhav Ghimire to transfer him immediately.” The Cabinet had decided to transfer him to the reserve pool of MoGA.

Interestingly, PM, who directed for his transfer, does not know how Rai got posted at the Home Ministry.

The PM also said the local government bodies were emerging as a major corruption hub and he was going to take strong measures to curb anomalies.

 “Now I have started checking misuse of funds inside the local government entities,” he said, adding that a vicious nexus between politicians and bureaucrats was promoting irregularities.

He hailed the role played by the entire bureaucracy at this crucial juncture and vowed that some steps would be taken to strengthen the Prime Minister’s Office.
