Three-party holding talks on experts’ panel
KATHMANDU, NOV 17 -
In an attempt to iron out the differences in the formation of an expert panel instead of a commission for state restructuring, a meeting of the top leaders of the major three political parties—UCPN (Maoist), Nepali Congress (NC), and CPN-UML—is underway on Thursday.
Maoist Chairman Puspa Kamal Dahal, NC Vice President Ram Chandra Paudel and UML Chairman Jhala Nath Khanal along with Prime Minister Baburam Bhattarai are present in the meeting.
It is understood that the discussion would explore the ways to address the amendments sought by various groups in the proposed bill on 11th amendment to the Interim Constitution.
The hard-line faction of Maoist, led by party Vice Chairman Mohan Baidhya, lawmakers affiliated to Janajati caucus, among others, had registered amendment proposal on the 11th amendment bill that authorises the Constituent Assembly to form a panel of experts to seek advice on the restructuring of the state. The lawmakers fear that the constitutionally recognised experts’ panel could nullify recommendations made by the CA Committee on Restructuring of the State and Devolution of State Powers.
Earlier, the leaders of NC and UML had discussed prior to the three-party talks. UML leader Surendra Pandey had informed that his party would withdraw its amendment proposal.
