House deferred as parties split over experts’ panel
KATHMANDU, NOV 16 - The Legislature-Parliament meeting was deferred on Wednesday, after the parties fail to arrive at consensus on the scope of the to-be-formed experts’ panel for making suggestions on state restructuring.
The next session has been summoned for Friday at 1 pm.
Earlier today, the UCPN (Maoist) had decided to amend the Interim Constitution so as to mandate the experts' panel to work on the basis of the report of CA Committee on State Restructuring and Distribution of State Power. The party took such decision after the hard-line within the party led by Vice Chairman Mohan Baidya warned to vote against the amendment bill if the panel was made weaker before the CA committee.
Today, leaders of the parties held intense internal and cross-party talks to finalise the scope of the panel.
On the other hand, main opposition parties—Nepali Congress and the CPN-UML—are firm on their stance that the constitution should be amended in such a way that the experts’ panel should be able to make changes in the reports prepared by the CA Committee State Restructuring and Distribution of State Power.
The government had decided to amend the constitution in line with the seven-point agreement signed between the political parties to form a panel of experts to resolve the contentious issues on state restructuring.
The Interim Constitution-2063 has the provision to form a commission to make recommendations for the state restructuring.
