Unions want continuity of automatic promotion

KATHMANDU, NOV 08 -

Preparations to scrap the provision of automatic promotion of civil servants by amending the Civil Service Act has come under the lash from civil servant unions.

According to General Secretary of Nepal Civil Servant Union Subodh Devkota, the government should promote a civil servant to at least one level up in every 10 year. For this reason, he argued, the provision of automatic promotion should be continued.

On the government plan to promote the concept of meritocracy, Devkota said this is something that needs to be looked into carefully and at the same time it needs to be understood that not all can perform at the same level.

A conservative estimate shows only 77,000 positions are currently filled out of over 100,000 posts in the entire bureaucracy.

Similarly, Chairman of National Federation of Civil Servants, Yam Pokharel, subscribed to Devkota’s views, saying that the government should come with alternatives first. He also called on the government to be mindful of the effects the move may have on the career growth of civil servants.
