Govt registers 11th constitution amendment bill

KATHMANDU, NOV 04 - The government on Friday registered a bill to amend the Interim Constitution for the formation of a panel of experts to make recommendations for the restructuring of state.

The bill to amend the constitution for 11th time seeks to change Article 138 of the Interim Constitution. Earlier in the day, the amendment bill was approved by the Cabinet meeting.

Minister for Law and Justice Brijesh Kumar Gupta and Constituent Assembly Minister Gopal Kirati went to register the bill at the Constituent Assembly (CA) Secretariat.

The government had decided to amend the constitution in line with the seven-point agreement signed between the political parties on Tuesday to form a panel of experts to resolve the contentious issues on state restructuring.

The Interim Constitution-2063 has the provision to form a commission to make recommendations for the state restructuring.

However, leaders of Samyukta Loktantrik Madhesi Morcha (SLMM), along with other parties, had protested against it stating that there is no need for a commission as the Committee for State Restructuring and Distribution of State Power had already proposed for a 14-state model.

Likewise, later SLMM and UCPN (Maoist) had reached an agreement to form a committee for state restructuring rather than a commission.
