‘Deal sealed except for number and rehabilitation package’

KATHMANDU, OCT 29 - Member of the Special Committee for Supervision, Integration and Rehabilitation of the combatants and Nepali Congress (NC) leader, Minendra Rijal on Saturday said all the contentious issues regarding the integration and rehabilitation of the combatants have been solved except for their number and rehabilitation package.

Speaking at a programme organised in the Reporter’s Club today, Rijal said these two issues were in limbo owing the differences between the Maoists and the NC.

NC has proposed 5,000 combatants for integration while the Maoists have demanded 7,000. Similarly, the NC is firm in its stance not to provide more than Rs. 600,000 to those combatants opting for rehabilitation, but the Maoists have proposed at least Rs. 700,000.

Rijal clarified that the combatants would be integrated in an individual basis and that the integrated Maoist fighters would work under the Nepal Army (NA) departments that deal with development, rescue, natural disasters, industrial security and forest security. The combatants would not be able to work as regular NA personnel.

He said that the NC cannot breach the Interim Constitution as it is clearly mentioned in the law that the combatants must be integrated individually.

“We cannot breach the Interim Constitution while integrating the combatants,” said Rijal. “Mass integration will not benefit anyone.”
