Maoists, NC fail to diffuse integration disagreement

KATHMANDU, OCT 26 - Top brass leaders of the UCPN (Maoist) and Nepali Congress (NC) on Sunday took up the contentious issues regarding the integration of UCPN (Maoist) combatants in an apparent bid to give momentum to the stalled peace process.

However, the dialogue failed to diffuse the complications pertaining to the sticky part of the peace process--integration and package deal on rehabilitation of the Maoist combatants.

Issues such as number of combatants to be integrated and the rehabilitation package figured in the talks held at Maoist Chairman Pushpa Kamal Dahal’s residence in Nayabazaar, NC leader Minendra Rijal informed.

“Two issues that were not agreed prior to the prime minister’s India visit,” Rijal told eKantipur. “Both sides tried to convey each other’s concerns but no consensus was forged.”

The top brass meeting held on Wednesday had ended without making any headway after the parties failed arrive at consensus on the number of combatants, rehabilitation package.

The opposition parties—Nepali Congress and CPN-UML—have proposed the integration of 500,000 combatants while the Maoists have been pushing to increase the number to 700, 000.

On the other hand, the opposition parties have been trying to make the Maoists agree on a sum of Rs 300, 000 to Rs 600, 000 as a golden handshake offer to those opting rehabilitation while the Maoists have been demanding to increase the package sum ranging from Rs 600, 000 to Rs 900, 000 depending on the rank in Maoist army.

The NC will again sit for talks with Maoists on Sunday (October 30) after the consulting another opposition party CPN-UML.

Maoist Chairman Pushpa Kamal Dahal and Prime Minister and Maoist Vice Chairman Baburam Bhattarai, NC President Shushil Koirala, General Secretary Krishna Sitaula and Central Member Minendra Rijal were present during the talks.
