KATHMANDU, OCT 23 - The UCPN (Maoist) cadres loyal to hard-line faction led by Vice Chairman Mohan Baidya staged demonstrations outside the Tribhuvan International Airport (TIA) against Prime Minister Baburam Bhattarai, saying that he signed the Bilateral Investment Promotion and Protection Agreement (BIPPA) against the party line.

The Maoist cadres, who thronged outside the TIA before the prime minister’s arrival, greeted PM Bhattarai, one of the chairmen of their own party, with black flags. They demanded the resignation of the prime minister, saying the pact was against the national interests. Meantime, cadres of Janamorcha party joined in the protests of Maoist cadres.

According to Maoist-aligned Teachers’ Union Chairman Gunraj Lohani, a meeting of 15 Maoist-aligned people’s organisations took the decision to show black flags to the prime minister for signing the anti-national pact.

Earlier, the Baidya faction had decided to launch what they described as “expose campaign” to protest the BIPPA agreement. The faction had concluded that the pact would make way for India to openly interfere in Nepal’s affairs.

It has been understood that the Maoist cadres took to the strike under the direction of Vice Chairman Baidya and General Secretary Ram Bahadur Thapa. However, another hard-liner leader Dev Gurung claimed that the “people” spontaneously poured onto the streets to protest against nationalism.

Meanwhile, Prime Minister Baburam Bhattarai, at a press conference upon his arrival at the TIA, said those who are protesting it have not understood it properly.  He added it was good to be aware about nationality but it is not sensible to remark something without understanding clearly.

During his four-day stay in India, PM Bhattarai signed two key pacts—a Line of Credit (LoC) worth $ 250 million to boost infrastructure projects in Nepal and BIPPA to promote and protect businesses in the countries.
