20 persons vie for CIAA chief

KATHMANDU, OCT 12 -  

With the government deciding to fill vacant positions in the constitutional bodies through open competition, it has received around two hundred applications for the various posts. Among these, 20 applications have been received for the post of chief commissioner at the CIAA. 

According to sources at the Prime Minister's Office, the applicants for CIAA chief include former Home Secretary Umesh Mainali, former Law Secretary Madhav Paudel and CIAA Acting Chief Commissioner Bhagwati Kafle and Baburam Acharya, among others. 

Likewise, Senior Advocate Badri Bahadur Karki and former Finance Secretary Bhanu Acharya are learnt to have applied for the post of auditor general while Acting Chief Election Commissioner (CEC) Nilkantha Upreti has applied for the post of CEC. Sources added that Acting Chief of Public Service Commission (PSC) Kayo Devi Yami has applied for PSC chief. Likewise, PSC Secretary Shyam Mainali, former secretaries Yuvraj Pandey and Uday Raj Nepali have also applied for the post of PSC chief.

 A meeting of the Constitutional Council on September 16 had decided to call applications to fill the vacant posts through open competition. The meet had also finalised Terms of Reference (TOR) for the purpose. In line with the agreement, the government had issued public notice regarding the vacancies on September 27 and sought applications within 15 days. The deadline expired on Wednesday. The applications could be submitted either in person or through email. PMO sources added that most of the applications had been submitted through email. As per the ToR, the candidate will have to explain his/her experience along with a future plan. Upon receiving the applications, the CC Secretariat will crosscheck the information provided by the applicants. Selection criteria include a minimum 45 years of age and expertise of the applicant in the related field. 

In the past, officials at the constitutional bodies used to be appointed on the basis of political inclination and individual impression. However, top posts in the constitutional bodies like the CIAA, Election Commission, PSC and Auditor General have been lying vacant for years.
