NC, Maoists poles apart on combatant integration

KATHMANDU, OCT 04 -

Nepali Congress (NC) President Sushil Koirala has urged the UCPN (Maoist) to come clear on its stance on the contentious issues surrounding the integration of former Maoist combatants.

The integration modality, number, rank determination, number and rehabilitation package are the most contentious issues among political parties. During a meeting with Maoist Chairman Pushpa Kamal Dahal, Koirala said his party was not ready to amend the proposal floated by Nepal Army on integration.

However, Dahal reasoned that there should be some changes in the NA proposal. It states that Maoist combatants would get non-combat responsibilities after the integration and there will be individual entry as per NA’s established norms and standards.

Koirala also urged the Maoist chair to elucidate its notion on the peace process. During the meeting, Dahal agreed to form a separate directorate under the NA but was reluctant to accept all the proposals made by the NA on army integration. Dahal assured Koirala that the rift in the Maoist party would not affect its commitment to peace and constitution-writing.

Emerging from the meeting, NC Vice President Ram Chandra Poudel said, “We should either accept the proposals made by the directorate or move ahead as per the agreement signed in the peace process.” Following the meeting, top guns of Maoist and NC carried a common view of holding a three-party meeting hoping a consensus shortly after Dashain to clear way for the Special Committee to take a decision on army integration. Prime Minister Babauram Bhattarai’s plan to accomplish the integration and rehabilitation of combatants within 45 days has hit a snag.
