Vacate cantonment before statute, NC gen secy tells Maoists
NAWALPARASI, SEP 19 - Nepali Congress (NC) General Secretary Prakash Man Singh on Monday said the process of constitution writing would not gain momentum unless the UCPN (Maoist) return the properties seized during insurgency and vacate the cantonments.
Speaking at a press meet organised in Nawalparasi district today, the NC general secretary accused the Maoists of plotting to introduce a constitution of their choice by keeping their combatants in the cantonments. The NC would not accept the constitution if it was promulgated without completing the peace process, he added.
He remarked the issues over the peace process could be resolved in a single day if Maoist Chairman Pushpa Kamal Dahal and Prime Minster Baburam Bhattarai jointly strive for the same.
Singh reiterated that his party is against the constitution with unpopular system and short of complete democracy. “Maoists are intending to deceive the people to promulgate the new constitution in rush citing lack of time,” he claimed.
The NC leader remarked that Prime Minister Bhattarai made a mockery of existing rules and legal provision by revising the regulations in his comfort while appointing his political advisor.
Singh came down heavily upon PM Bhattarai saying he appointed his political advisor (Devendra Poudel) by breaching the mandatory provision that the candidate should have completed the Post Graduate degree.
NC has played a role of positive opposition by letting the government endorse the budget as soon as it was presented in the Legislature-Parliament, he said.
Singh claimed that his party has become flexible by allowing the Maoist-led government endorse the Appropriation Bill. The Maoists have to show flexibility in the peace process in return, he added.
Leader Singh also unveiled a statue of late NC leader Ganesh Man Singh at Kawasoti in the district today.
