‘Four-point pact with Morcha unacceptable’
SEP 18 - UCPN (Maoist) Chief Whip Dev Prasad Gurung came down heavily on the four-point deal signed between his party and the Samyukta Loktantrik Madhesi Morcha, dubbing it “anti-national.” He said the pact should be scrapped as it would have far-reaching consequences on national sovereignty in the long run.
Gurung, who is close to the hard-line faction led by Vice Chairman Mohan Baidya, remarked that his faction would not join the government unless what he called the “anti-national point” in the four-point deal was scrapped and the decision to hand over the keys to arms containers revoked.
He went on to argue that the points of agreement such as forming a separate defence unit by recruiting 10,000 people from the Madhesi community, forming a separate security structure in Madhes by confiscating the partial judicial authority of Chief District Officers, making the citizenship distribution system easier and endorsing a pending proposal put forth by a neighbouring country were against the country.
Speaking at a programme organised at the Reporter’s Club in the Capital, Gurung rem-arked it would be illegitimate if the government decided to take ahead the regrouping of Maoist combatants in a unilateral manner. He claimed the unilateral regrouping of combatants would further complicate the problems and deepen the already troubled environment of mistrust between the Maoist factions.
Gurung said the regrouping was not a big issue but there should be a package deal on the modality of integration with the Army and rehabilitation of cantoned Maoist fighters. “There should be an agreement on the army integration process. If it is taken forward unilaterally, it will be illegitimate. The related constitutional provision must be adhered to,” said Gurung, who is also the parliamentary chief whip of the Maoist party.
Meanwhile, UML Politburo member Prakash Jwala announced at the programme to obstruct the implementation of the four-point pact signed before the formation
of the Baburam Bhattarai-led government.
