CC okays open Competition ToR
KATHMANDU, SEP 16 - Doing away with the past practice of appointing heads of constitutional bodies on the basis of political affinity, the Constitutional Council (CC) has endorsed the Terms of Reference (ToR) for appointing members and heads in the organisations through open competition.
A meeting of the CC held in Singha Durbar on Friday approved the ToR. The idea is to ensure the appointment of eligible candidates in the constitutional bodies, CC member and Speaker Subash Chandra Nembang said.
According to him, a 15-day public notice will be published in national broadsheets and records of eligible candidates kept in the roster.
Eligible candidates will be appointed by a CC meet.
Nembang said this will encourage the idea of the "right person for the job."
As per the ToR, the candidate will have to explain his/her experience along with a future plan.
Nepali Congress Parliamentary Party leader Ram Chandra Poudel, who is also a member of the CC, said the secretariat will cross check the information provided by the candidates.
There already exist criteria for appointing the members in the bodies, which include a minimum age of 45 years and expertise in the related field.
Earlier, three successive governments failed to make appointments in the constitutional bodies due to political wrangling. While the post of the Chief Commissioner at the Commission for the Investigation of Abuse of Authority has been lying vacant for the past five years, commissioners have not been appointed for the past two years. Similarly, the Auditor General's post is vacant for the past five years, while the Chief Election Commissioner has not been appointed for the last three years.
Prime Minister Baburam Bhattarai has committed that he would appoint eligible candidates in the constitutional bodies.
The PM has appointed Deputy Prime Minister and Home Minister Bijaya Kumar Gachhadar, Energy Minister Post Bahadur Bogati and Information and Communication Minister Jaya Prakash Gupta as members of the CC.
Meanwhile, the prime minister appointed Deputy Prime Minister and Home Minister Bijaya Kumar Gachhadar, Energy Minister Posta Bahadur Bogati and Information and Communication minister Jaya Prakash Gupta as the members of Constitutional Council.
Various posts including the chiefs in the constitutional bodies including Election Commission, Commission for the Investigation of Abuse of Authority, Office of Attorney General have been lying vacant for a long time.
