Uml CC meet: Party objects to govt’s PLA regrouping plan

Taking serious exception to the government’s plan to start regrouping of former Maoist combatants, the CPN-UML has expressed serious concern over the UCPN (Maoist)’s unilateral decision to expedite the process.
The opposition party’s political document presented in the ongoing Central Committee meeting on Tuesday said the party has concluded that the decision, which was not taken through the Special Committee for Supervision, Integration and Rehabilitation of Combatants, was illegitimate and that it will not be a solution to problems in the long run.
“As such, we urge the prime minister to take a decision on the number, modality, norms, rank harmonisation and rehabilitation package of the Maoist combatants through the Special Committee instead of creating exaggerated propaganda,” the document said.
The document prepared by the party’s Standing Committee said the formation of a national consensus government was foiled because of the Maoists’ negligence. The party said there was no possibility of joining the government right now. However, the document states that the party may review its prospective on the government after one-and-a-half months. It said the party will first see if the prime minister makes good his promise to make tangible progress in the peace process within 45 days.
Most central committee members of the party who commented on the proposal said the party should not join the government even after 45 days. “The handover of the keys to arms containers is not a big issue as it was already agreed, when I was the prime minister, that the handover of both the arms and the army would take place,” former Prime Minister Madhav Kumar Nepal said.
Some UML leaders, including Bam Dev Gautam, Mukunda Neupane, Prithivi Subba Gurung and Ram Chandra Jha advised the party to play a constructive role in the peace and statute writing processes, but not to join the government. On the four-point Maoists-Morcha deal, the party said some provisions of the deal were against the spirit of the Interim Constitution and past agreements.
