Speaker urges prime minister for early passage of budget

KATHMANDU, SEP 02 -

Amid speculation that some changes will made to the budget brought by the earlier government, Speaker Subas Nembang has urged the new government to ensure immediate passage of the budget for the current fiscal year that is pending in the parliament.

Nembang, at a meeting with Prime Minister Baburam Bhattarai at Baluwatar on Thursday evening, stressed for early passage of the budget which would allow the government to concentrate on the twin mission—successful completion of the peace and statute drafting processes. The prime minister pledged to hold discussions with ruling and opposition parties to address the speaker’s concern.

Immediately after being elected prime minister, Bhattarai had told the media that some changes could be made to the budget.

The parliament is yet to start discussion on ministry-wise allocation of the budget proposed by the previous government in July. The House has passed the advance payment bill that authorises the government to make expenditures not exceeding one-third of the total budget until a full fledged budget is endorsed by the House.

At the meeting, Nembang is learnt to have urged the prime minister that there was no alternative to passing the budget. He also requested the government to own the budget and ensure discussion on ministry wise allocation from the upcoming House session scheduled for Sunday.

The passage of the fiscal estimates proposed by Jhala Nath Khanal-led government doesn’t prevent the new administration from making slight changes to proposed programmes or introducing a supplementary budget, if required. Parliament officials believe that early passage of the budget will provide time for the parties to focus on the peace and constitution making processes within the three-month extended deadline of the Constituent Assembly.

With the Cabinet yet to take a full shape, who will lead the Finance Ministry is still uncertain. But, it is certain that the Maoists will take the finance portfolio.
