Parliamentary hearing procedure amended

KATHMANDU, AUG 22 - The Parliament has introduced provision for rejecting any candidate recommended by the government for ambassadorial posts and constitutional bodies if he/she fails to secure a two-thirds support during the parliamentary hearing.

The amendment of the Parliamentary Rules of Procedures endorsed by the House on Monday aims to strengthen the functioning of Parliamentary Hearing Special Committee (PHSC). Earlier, there were complaints about the weak mandate of the PHSC, which was obliged to support the candidates recommended by the government even if a single lawmaker supported the proposed nomination.

The government, as per the changed rule, will have to propose a new candidate if its first nominee fails to secure support of two-third lawmakers during the hearing. The amendment has also extended 25 day-deadline from the date of nomination for completing the hearing.

The amendment drafted by the a five member panel led by Nepali Congress lawmaker Pushpa Bhusal authorises the government to nominate candidates for hearing even if the position was not vacant. PHSC is yet to start hearing of ambassadors proposed for Bangladesh Hari Kumar Shrestha and Madan Kumar Bhattarai proposed for Japan because of the rule prohibiting the provision of hearing on occupied positions.

The quorum of 51 percent of total members required for conducting the meeting of PHSC has been brought to one-third by the amendment endorsed on Monday. There are 70 lawmakers in the PHSC.
