Combatants' Integration; Fringe parties want ‘reliable’ proposal

KATHMANDU, AUG 21 -

A day before the expiry of the deadline set by President Dr Ram Baran Yadav for the formation of a national consensus government, Rastriya Rajnitik Manch (RRM)—an alliance of small parties represented in the Parliament on Saturday urged both Nepali Congress (NC) and UCPN (Maoist) to come up with a trustworthy proposal on the integration and rehabilitation of Maoist combatants.

Rastriya Jana Shakti Party Co-chairman Prakash Chandra Lohani said both parties have been asked to come clear on the issue, with a timetable and workplan on the integration of combatants—numbers, modality, rank harmonisation and package for those to be rehabilitated. Lohani added that the proposal should be endorsed by the parliament. He stressed that given the Maoist party’s past record, there isn’t credible basis for trusting it.

The Maoists are, however, maintaining that the concern expressed by fringe parties will be taken into account. Maoist Spokesperson Dinanath Sharma said that since the issue of integration concerns all parties, his party was ready to prepare a common document in consultation with other parties.

According to NC leader Arjun Narsingh KC, Congress should be allowed to lead the government until the weapons and cantoned combatants are integrated and the party has conveyed the message to fringe parties. KC said that the smaller parties are positive on the issue. 

Meanwhile, the Standing Committee meet of the CPN-UML on Saturday decided to ask the Maoists to come up with a clear roadmap in regard to the peace process.

According to UML Secretary Yubraj Gyawali, if the Maoists are able to do so then UML can support a consensus government formed under Maoist leadership. Gyawali added that the party would urge NC to stick to consensus government and not opt for majority government.

“Our efforts are directed towards forming a government of national consensus” added Gyawali. “Both formal and informal talks have been taking place among parties in this regard.”
