Violence against women: Former IGP Lama stays defiant
KATHMANDU, AUG 14 - Repeated calls from National Women Council (NWC) are falling on the deaf ears of former Inspector General (IGP) of Armed Police Force Kishor Lama, who is refusing to furnish his clarification in a case of violence against women filed against him at NWC by his neighbour Daisy Shrestha.
According to NWC, the case against Lama was filed on July 15.
The report says Lama’s neighbour objected to a ‘nigalo’ (bamboo shoot) planted by Lama along a wall touching her holding.
Ever since the Shresthas objected to the nigalo in 2003, Lama has been physically and mentally torturing them. Initially, he used to give verbal threats. After that, he began threatenening to “rape” the female members of the family.
Later, he started sending police personnel to physically torture the Shrestha family. Once, some members of the Shrestha family had to spend six hours in custody at the Bouddha based police station though they had not broken any law.
The Shrestha family includes Daisy, her mother, two sisters, her brother and sister-in-law. Before approaching NWC, the family filed complaints with different government bodies but none took any action.
NWC member and advocate Mohna Ansari regretted that a protector of law and order in the society was himself violating the law. Ansari said Lama was called for inquiry in July at first. Instead of appearing, he sent a representative with a clarification.
Called a second time, he threatened to file a defamation suit against NWC and mistreated the NWC staff too. “If this goes on, NWC will send the case to court,” Ansari added.
Lama was not available for comment as he was reported to be outside the valley.
According to a letter sent by him to the commission, he cannot attend as he is out of the valley for a week. He also claimed that he he has to get involved in a quarrel with womenfolk. He had sent some medical reports of persons on his side allegedly victimised by the Shrestha family.
Ansari said that the medical reports of the victims from Lama’s side are not related to the issue. The council can not take any decision without having a dialogue with both parties. She added that if things don’t improve the matter will eventually end up in court.
Daisy said, “We are not asking for much,” said Daisy, “All we want is that Lama apologise to us in public and immediately cut down the bamboo bush.”
