Panel presents report in House
KATHMANDU, AUG 10 -
Nepali Congress Chief Whip Laxman Prasad Ghimire, leader of a parliamentary panel formed to probe into the leakage of this year's budget, presented a report to the parliament on Wednesday.
The 81-page report concludes that the leakage of documents related to budget ahead of its presentation in parliament was a serious lapse on part of the Ministry of Finance. The report claims that the government denied the parliament its prerogatives to get first-hand information of budget this year and urged officials to address the loopholes that could cause such leakages through websites and media ahead of its presentation at House.
The seven-member panel has directed the government to formulate a policy within five months outlining personnel to be used in preparation of the budget, their responsibilities and the methodologies to be adopted while preparing the budget. It has also urged officials to upload documents related to budget on the Finance Ministry website only after its presentation in House.
The parliament had formed the panel after lawmakers from NC and other parties took serious exception to news items that disclosed fiscal details prior to the budget speech.
