Parsa land office anomaly: 3 transfers can’t rock his chair
BIRGUNJ, JUL 31 - Generally, government employees are subject to transfer within 35 days of receiving the transfer letter.
Strangely, Kiran Prasad Upadhyay, a non-gazetted officer at the Land Revenue Office (LRO), Parsa, is still working in the same office despite having received transfer letters thrice.
The Ministry of General Administration has sent him a transfer latter three times on different dates. The last was about two years ago at the District Administration Office, Parsa. But Upadhyay has not marked his attendance at any of the three offices, so far.
Earlier, he was supposed to be transferred to the Bara Post Office three years ago and thereafter to the Curriculum Development Centre at Sanothimi, Kathmandu, two years ago. Upadhyay has been working at the registration section of the LRO for the past nine years.
He has been accused of involvement in various incidents of financial irregularity. He has also got two police personnel as guards from the District Police Office because ‘he is insecure’. Investigation officer at the Regional Administration Office Abadh Kishwor Kushabaha said various complaints regarding Upadhyay’s involvement in financial irregularities have been registered at the Commission for the Investigation of Abuse of Authority. At the LRO, Rs 875,000 is in arrears in the name of Upadhyay.
An employee at the office seeking anonymity said Upadhyay has made many unlawful decisions in the office in collusion with land mafia. He was also found to have illegally sold around 2.01 hectares of land in the Birgunj customs area.
Employees at the LRO said he, with the help of land mafia, also sold land belonging to Jokhusaha Kanu located near the District Forest Office. Kushabaha said the LRO is yet to give Upadhyay the permission letter to leave the office despite the transfer letters.
LRO chief Shrawan Kumar Pokharel said the office had not given him the permission letter due to a manpower crunch.
