UML conclave wants 5-pt deal applied

KAVRE, JUL 24 - The two-day national conclave of the ruling CPN-UML that concluded on Sunday directed the party leadership to implement the five-point agreement signed among the Big Three at the earliest. The conclave expressed serious concern over the delay in implementation of the five-point accord signed to complete the remaining tasks of statue writing and peace process.

"The conclave wants to draw the attention not to put the Constituent Assembly in crisis and invite political confrontation because of delay in implementation of the five-point agreement," read the six-point proposal issued after the meeting.

The Dhulikhel meeting drew the attention of the party leadership towards lack of significant development in the peace and constitution process in the two months that have elapsed. "This national conclave wants to urge all the political parties to move ahead abiding by the 12-point agreement, Comprehensive Peace Agreement and Interim Constitution," read the declaration distributed by party General Secretary Ishwor Pokharel.

The conclave came down heavily on the Maoists for failing to implement the five-point agreement and failing to taking the peace process to its logical conclusion. The national conclave that was held in the presence of around 200 party leaders from across the country and abroad including Prime Minister Jhala Nath Khanal directed the party leadership to institutionalise the achievement gained through the Peoples' Movement-II and to rise above vested power politics.

The national conclave that was called with the view to collect suggestion to amend the party statute also discussed intra-party political issues. Participants raised questions over party Chairman and PM Khanal's  "failure to head the party" as per the Butwal convention. The conclave failed to take a concrete decision, and  has instead decided to call a general convention to finalise contentious issues.
