CIAA, EC, PSC offices are headless for a long time
KATHMANDU, JULY 5, JUL 06 - Though a meeting of the Consitutional Council (CC) is scheduled for Wednesday, major political parties—UCPN (Maoist) Nepali Congress (NC) and CPN-UML—remain sharply divided over appointments to various Constitutional bodies.
The parties are staking competing claims on the leadership of the Commission for Investigation of Abuse of Authority (CIAA) and other consitutional bodies.
The last meeting of the CC was put off at the 11th hour after the NC failed to send its representative.
Several constitutional bodies, including the CIAA, Election Commission (EC), Public Service Commission (PSC) and Office of the Auditor General are without heads and members for a long time now.
The lack of the chiefs and the members is severly affecting the functioning the these bodies, but the parties still seem indifferent. All the three parties are claiming the CIAA chief’s post.
An office bearers’ meeting of the Maoists on Tuesday decided to stake claim to the CIAA top post. “Prime Minister Jhala Nath Khanal
has refused to give the CIAA post to us. However, we have decided to talk to him and stake our claim,” said a top Maoist leader, seeking anonymity.
The Maoist meeting also discussed the name of persons to be recommended as chiefs and members to the constitutional bodies. The possible names for the various districts include Ram Kumar Shrestha, Ashok Shrestha and Hem Bahadur Gurung.
The Maoists are likely to forward the name of former Local Development Secretary Ram Kumar Shrestha should they be given the CIAA top post.
The UML is preparing to forward the name of Uday Nepali Shrestha as chief commissioner of the CIAA, while the NC is likely to forward former secretary Baburam Acharya’s name.
The previous government led by CPN-UML leader Madhav Kumar Nepal had on April 23, 2010 recommended the name of Acharya for the top post. The appointment process was cancelled after Maoist Chairman Pushpa Kamal Dahal moved the Supreme Court demanding the recommendation be scrapped.
Khanal is offering the NC the post of the Public Service Commission chief and the Maoists the Office of the Auditor General. The parties are likely to agree to appoint Nila Kantha Upreti as a chief of the EC. Upreti is presently the acting chief commissioner of the EC.
Even the Maoists are positive about Upreti taking over the top EC post, while the NC is yet to give its nod to the idea.
However, in Tuesday’s meeting, the Maoist faction led by Vice-chairman Mohan Baidya pressed Dahal against accepting Upreti’s name for his “UML tilt.”
On March 25, the State Affairs Committee had directed the PM to fill the vacant posts within a month.
