Maoists, UML inch closer to rotational govt deal

The UCPN (Maoist) and CPN-UML have come closer on the idea of a rotational government that would see the three major political parties—UCPN (Maoist), Nepali Congress and CPN-UML—at the helm alternatively.
On Saturday, UML leaders told the Maoist leadership that they are willing to support a Maoist-led government after June 29 if work on peace and constitution moves forward smoothly, and that the Congress would lead the government after the constitution is promulgated.
A meeting held at the Prime Minister’s residence between the two parties decided to hold consultations with NC leaders in this regard.
The meeting led by Maoist Chairman Pushpa Kamal Dahal and Prime Minister Jhala Nath Khanal took stock of the developments since the extension of the Constituent Assembly on May 29. “We have decided to intensify efforts to form a national consensus government and move ahead accordingly,” the PM’s Chief Political Advisor, Prakash Jwala, told the Post.
The big three parties converged on the idea of the rotational government in informal discussions, according to a senior Maoist leader.
The current UML-led government will be taken as the first in the rotational arrangement and will be allowed to continue for another month or two, he said.
Once the peace and constitution process reaches a certain milestone, the Maoists will lead the second government, which will continue until the constitution is promulgated. The NC will be given the leadership that would oversee elections after the promulgation of the constitution, the leader said.
Nepali Congress leaders have already told the Maoists that they can lead the next government if they remain steadfast in fulfilling their end of the five-point bargain signed on May 29.
In Saturday’s meeting, the two party leaders discussed the implementation of the five-point deal.
They noted that the deal had created an environment of trust and expressed their committment to push ahead with the remaining tasks. They also discussed the PLA integration work plan that is likely to be unveiled in Sunday’s Special Committee meeting.
On Thursday, the parties had discussed a 63-day work plan for the integration and rehabilitation of former Maoist combatants.
“We could end up shortening the 63-day calendar after discussions with other parties,” said a leader.
The meeting is also likely to discuss the rehabilitation and voluntary retirement packages.
On Thursday, the Committee led by the PM had decided to recruit and deploy 120 surveyors in the PLA cantonment sites to lay down tentative groundwork for the regrouping process.
