Dark cloud over three-month mission peace, statute

KATHMANDU, MAY 30 - No sooner after the marathon parliamentary session averted the looming constitutional crisis by extending the Constituent Assembly term, leaders have started doubting conclusion of peace process and constitution drafting within the extended three-month period. 

Such a scepticism, at a time when there is no alternative to accelerating the constitution drafting and peace process, is sure to further deepen the political schism, mainly between the UCPN (Maoist) and Nepali Congress. 

The three-month period is not enough time to conclude both the crucial tasks, said Dev Gurung, a Standing Committee member of the Maoist party.  “The five-point agreement signed before the CA extension has nothing to offer to steer army integration as well as it is also unclear about resolving disputes over the contentious issues of constitution drafting,” he said speaking at an interaction at Reporters' Club in the Capital on Monday. “Therefore, completion of peace and constitution within three months is doubtable.”

The deal also calls for prime minister’s resignation to make way for a national unity government.  But Gurung said that Jhala Nath Khanal shouldn’t resign unless consensus is forged as to which party and who will lead a new government on what basis.  The parties are still in a fix over formation of a national consensus government, he said.

Speaking in similar line, Nepali Congress leader Shekhar Koirala said the prime minister shouldn’t resign before forging consensus for the formation of a national unity government.

Even though Gurung doesn’t see any immediate change of Khanal’s resignation, a CPN-UML leader, however, claimed that he is stepping down within a week.  The prime minister will quit and pave the way for formation of a consensus government within one week, said UML leader Bhim Rawal, who was the home minister in the government led by Madhav Kumar Nepal.

He, however, said peace process and the new constitution can be completed within the extended time if the five-point agreement is implemented. But peace process should be concluded before constitution drafting, he said.
