Statute impossible within May 28‚ says Minister Pun
PYUTHAN, APR 30 - Minister for Peace and Reconstruction, Barshaman Pun has said on Saturday that the new constitution cannot be formulated within May 28, the deadline for issuing the new constitution.
Speaking in a press meet organised in Khalanga, the district headquarters, this morning, he said the political situation at present is complicated and difficult, he said a political way out is not immediately possible without high-level political consensus.
He said the constitution of 1990 was a document of compromise among the monarchy, the democratic forces and the leftist forces at that time while the new constitution is going to be a document of compromise between the progressive leftist forces and the democratic forces.
The Minister for Peace said the new constitution cannot be issued on the stipulated date but the term of the Constituent Assembly could be extended for another six months by apologizing to the people and building on whatever topics the parties have reached consensus on.
Pointing out that a situation of instability and anarchy could break out in the country if the constitution is not promulgated on the stipulated date, he warned that the country would be pushed to a conflict situation in that case.
He stressed the need for at least issuing the draft of the constitution if not the complete constitution.
The Minister for Peace said that four different modalities for army integration are being discussed among the parties and expressed the hope that the parties would reach to a conclusion on this topic soon.RSS
