Still sticking to Palungtar mandate: Dahal

KATHMANDU, APR 28 - In what appears to be an attempt to appease the disgruntled Mohan Baidya faction, Maoist Chairman Pushpa Kamal Dahal on Thursday said he has not deviated from the mandate of the Palungtar plenum and that "people's revolt" will be possible only "under the cover" of peace and constitution.

Clarifying his stance in the ongoing Central Committee meeting of the party, Dahal said the slogan of peace and constitution is "appropriate" to garner the support and sympathy of more and more people.

“I stick to the decision of the Palungtar plenum, but it will not be against the mandate of the plenum to follow the line of peace and constitution till May 28,” a leader quoted Dahal as telling the meeting.

According to party leaders, Dahal is making an effort to prove that his line is different from that of the Baburam Bhattarai and Baidya factions.

  Dahal said there are no differences within the party on the revolt strategy. “There are differences only about the model and technical aspects,” Dahal said.

He said he is ready to include some "genuine issues" raised by the Baidya faction to maintain the revolutionary colour of the party.

Baidya is scheduled to speak in Friday's meeting.

On Baidya's accusations, Dahal said he has no intention of becoming the prime minister.

In the CC meeting, the Baidya faction said Dahal is trying to grab power by forging an alliance with the Nepali Congress and striking a "secret deal with India."

The hardliner faction has said Dahal's "suspicious Singapore visit" recently was aimed at forming a government under his leadership by unseating PM Jhala Nath Khanal.

Dahal has said dialogue with other parties on the peace process and the street movement will go simultaneously post-May 28.

The Maoists are planning a series of street protests after May 1 for peace and constitution. Dahal said his party will initiate talks with the NC, the CPN-UML and Madhes-based parties on the modality of PLA integration and a draft constitution.
