Ruling allies misusing funds: Gagan Thapa

GORKHA, APR 14 -  

Nepali Congress (NC) youth leader Gagan Thapa has accused the ruling parties--CPN-UML and UCPN (Maoist)--of misusing the state resources.

"Every spending has been made stepping outside the regulations. Those funds were directly pumped into party's coffers," he said. The NC lawmaker was addressing a cultural programme organised by a youth group at Ghyampesal of Gorkha district on Thursday.

Passing of the budget by issuing white paper was the very basis for the ruling parties to siphon off the state fund, he said.

Thapa also criticised the government policy saying it was intended towards perpetuating the plight of the impoverished. He claimed that the government would soon face repercussions of its wrongdoings. "This government has failed to ensure law and order."

The NC youth leader said a draft constitution could be issued by May 28 if the Maoists accepted the flexibility of his party.

Due to the terror spread by the Maoists, Thapa said, no one can really raise their voice against the party. "The lawmakers are drawing Rs 10 million annually in salary and the cantoned combatants Rs 180 million but no one is speaking against this."

He said those who could talk about lawmakers' pay met from the people's taxes might as well talk about the management of the Maoist combatants. Thapa stressed the need for all the parties to focus on constitution promulgation.
