Prez should step in if parties fail: Jha

KATHMANDU, APR 07 -  

Vice President Paramananda Jha remarked on Thursday that the president should step in if the parties fail to give a way out of the political crisis.

Speaking at a program organised by the Reporter’s Club at the vice president’s office, Jha said, “The president, who is recognised as a guardian by the interim constitution, would have to take the responsibility if the parties cannot fulfill theirs. We cannot let the country remain chaos; someone will have to step in.”

Jha claimed that at a time when it is not yet decided what kind of constitution would be made, the country would not get the new constitution in time. “The type of the constitution is not yet decided. How would it be released in time? Constitution is not like enacting simple laws,” he said.

Jha further said that if the remaining contentious issues are agreed upon then the time can be extended but if the issues are not resolved, then it makes no sense in extending the deadline yet again. He added that the people would also agree to extend the time for the constitution if the issues settled.

Stating that the parties were given enough time to promulgate the constitution, Jha said that if all the parties can not agree on the constitution, then the country would have to opt for a majority consensus. “Even a consensus constitution would not be accepted by all. Therefore, we can opt for a majority government. Everyone’s demand cannot be met,” he stressed.

Agitated by the Madhesi parties’ decision of a fresh mandate in case the constitution is not promulgated in time, Jha said, “Why should we opt for a new mandate? What guarantee is there that a new Constituent Assembly would be better than the present one?”

He said that the Madhesi parties can play a vital role in writing the new constitution without the new mandate.
