People’s Bureau irks YCL leaders
KATHMANDU, MAR 20 - The newly formed wing of UCPN (Maoist)—People's Volunteers Bureau—has come under fire from YCL leaders soon after its formation.
Leaders of the Maoists' youth wing, Young Communist League (YCL), have expressed dissatisfaction over its formation claiming that the new outfit has overshadowed their role. According to a Maoist source, a YCL team recently met Maoist Chairman Pushpa Kamal Dahal and objected to the formation of the new outfit.
Raising a rumpus, YCL Kathmandu valley in-charge Chandra Bahadur Thapa feared the new outfit may sideline YCL. “There are many things going on behind the scenes after the new wing's birth,” said Thapa.
Bureau leader, Maoist Standing Committee member Netra Bikram Chand, close to the party's hardline faction led by Mohan Baidya, has also drawn flak. “Chand cannot lead such an organisation because he played a vital role in splitting the party's powerful trade union All Nepal Trade Union Federation (ANTFU),” said a Maoist leader seeking anonymity. Chand was a guest at the program organised by ANTUF Vice Chairman Badri Bajagain to declare the parallel trade union, challenging the establishment faction led by Salikram Jammarkattel.
As part of its preparations for a people's revolt, the official line of the party endorsed by the sixth plenum in Gorkha last November, the UCPN (Maoist) has formed the Bureau. According to Maoist leaders, 500,000 cadres and sympathisers will be brought under the Bureau that comprises representatives of YCL and all Maoist unions.
According to the Maoist leaders, nationalist non-Maoist forces having sympathy for the Maoist policy could come on board the Bureau formed to work in three main areas: Reconstruction, production and security.
The Maoist party is said to be planning to organise a two-month-long training for volunteers of its 13 states committees and extend the mechanism to the grass root level. Maoists leaders explicitly say the Bureau is formed to prepare for a people's revolt. "Its formation is for a revolt if the country fails to get the new constitution through the Constituent Assembly (CA)," said Maoist Politburo member Gopal Kirati.
