Corruption rampant in govt agencies
BAITADI, FEB 27 -
Most of the government schools in Baitadi district are found to have been misusing funds meant for the construction of infrastructures by producing fake bills.
A highly-placed source said the schools in collusion with respective VDCs are gobbling up hundreds of thousands of rupees without carrying out construction work at all.
The VDCs have been releasing funds to the public schools every year
under the heading infrastructure construction such as building, playground and toilets. Locals said most of the schools lack playground despite a
large amount of money allocated for
the purpose.
It is also found that there has been misuse of funds provided by the District Education Office (DEO). The DEO spent around Rs. 60 million for building
infrastructure in government schools last year. A source said the office
provides Rs. 850,000 to each school every year for construction works in partnership with local people. The money is often pocketed by school authorities by faking bills.
District Education Officer Bhim Bahadur Saud said most of the schools were involved in the malpractice. Respective VDCs provide between Rs. 100,000 and Rs. 500,000 to government schools for staff salary.
The Ministry of Local Development had asked the VDCs in the district to furnish a report on the expenditure of the educational sector about two months ago. Some VDCs are yet to submit a detailed report.
VDC secretaries said they had done so, flouting governing regulations, as per the order of local political party leaders. “The leaders take decisions. When we oppose one, they say it is their job to allocate the budget,” said a secretary. “We only implement their decisions.”
School management committee members say they had resorted to the move pressed by the need to pay some teachers from private resources. DEO Chief Saud said his office has asked for construction report along with photographs.
