Govt rapped for poor rights scenario

The human rights situation in Nepal is deteriorating, what with the government failing to bring perpetrators to book and political parties protecting criminals as even their sister wings have involvement in it, said a yearly human rights report of Informal Sector Service Centre (INSEC).

Human Rights Yearbook 2010 released on Saturday by INSEC, a local human rights watchdog, reveals that a total of 4,382 incidents of human rights violations were reported in a year. Unidentified armed underground forces in the Tarai were involved in most of the cases of rape, abduction, ransom and killing followed by the largest political party of the country, UCPN (Maoist). The report accuses major political parties of rights violations through their so-called youth wings.

The report stated that Maoists were responsible for 672 incidents of human rights violation while the state was guilty of 630. In 2010, 459 people lost their lives—32 were killed by the state, six by Tarai Janatantrik Party Madhes while the Maoists killed four. Following in the footsteps of the Maoist youth wing YCL, the CPN-UML’s Youth Force too was involved in one killing.

“The government’s failure to enforce the rule of law and the trend of political protection to criminals has promoted impunity in the country,” said INSEC Executive Director Bijay Raj Gautam.

According to the report, cases of rape and children’s abduction increased in 2010. A total of 185 cases of abduction were reported including 41 of children. Most of the minors were kidnapped for ransom. The highest number of abduction and killings took place in Siraha and Saptari. In addition, 289 women and girls became victims of rape among whom 20 were killed.

Central Development Region saw the highest number of human rights violation with 1,019 cases while Surkhet was the district with largest number of incidents of domestic violence.
