Govt unveils nat'l AIDS policy

KATHMANDU, FEB 09 - The government has brought in HIV/AIDS National Policy and STI-2011 (sexually transmitted infections) to effectively run HIV and STI programmes and rehabilitate people living with HIV/AIDS.

The policy aims to secure the rights of people living with HIV/AIDS by minimising stigmas and discrimination they face. The policy is a revised form of HIV/AIDS Policy-1996, which was endorsed by the Cabinet on Jan. 19.

The former policy had prioritised prevention of HIV/AIDS and STIs, but was silent on the role of various institutions and programmes. The new policy has, however, incorporated multiple issues.

The policy envisages to ensure HIV infected's excess to social security in order to minimise inequality against them. The policy will try to provide equal opportunity in health, education and other social sectors to the victims of HIV/AIDS, said Deputy Director of National Centre for AIDS and STD Control (NCASC) Dr. Ramesh Kumar Kharel.

Similarly, the policy has given high priority to HIV/AIDS and STI, he said, adding that the government is coordinating with I/NGOs and other donors for its effective implementation.

Till June-end last year a total of 15,945 HIV cases and 2,403 of AIDS was reported at NCASC. Nearly 31 percent of the reported cases were women aged 15-49 years.

An official estimation says the number of people living with HIV in Nepal is 64,000 with adult HIV prevalence being 0.39 percent. According to UNAIDS-Nepal, 13 people living with HIV/AIDS die every day in Nepal.
