Misuse of power rife in Tribhuvan University

KATHMANDU, JAN 29 - Dereliction of authority and non-compliance with rules is common among Tribhuvan University (TU) officials and staff in recent years. The staff at the Office of the Examination Controller (OEC) staff get hefty sums as incentive but are not commensurately dedicated to their work.

To address the perennial problem of delay in conducting exams and publishing results, TU decided to increase working hours of the OCE stipulating that they would be provided allowance for additional work. However, the incentive programme has only increased financial burden with no results.

In the beginning of 2010, an eight-member committee led by Education Faculty Dean Nawa Raj Kandel recommended that the TU executive board increase the working hours of OCE officials and provide them incentive package. The board extended working hours from 9.30 a.m. to 4.30 p.m. in the winter and 9 am to 5.30 p.m. in summer while providing allowance collecting Rs. 16 from each TU examinee.

If data on Baikuntha Khanal, deputy examination controller, are anything to go by some 900,000 students appear for the TU exam every year. Around Rs. 15 million is collected annually at the rate of Rs.16 per student. The amount is distributed among some 225 OCE employees. On an average, each staff member gets around Rs. 60,000 annually besides the regular salary.

Although OCE officials are earning mega-bucks, they are not giving additional time to office chores. On Friday, not a single official had reached the office by 9.30 a.m. Even the controller and deputy controllers did not arrive until 10.00 a.m. Controller Daya Man Karmacharya reached office at 11.30. "The trend is always the same, they come to office after 10," said a security guard seeking anonymity. "They leave the office before 4 p.m."

According to Kandel, failure to comply with extended working hours is an instance of irregularity. "The OCE officials have to work from 9.30 a.m. to 4.30 p.m. for which they are getting a handsome sum of money," Kandel told The Post.

Negligence on part of the OCE officials is one of the major reasons why TU has failed to follow the academic calendar. In the last five years, the varsity has neither been able to conduct an exam nor publish a result as scheduled.
