Salyan schools misusing grant

SALYAN, NOV 27 -

Schools in Salyan have misappropriated a large amount of budget allocated by the District Education Office (DEO) under the Per Capita Funding (PCF).

The office distributed Rs. 19.68 millions to around 450 schools in the district under the heading. During an inspection, most of the schools were found to have misused the fund by appointing more teachers and registering more students, said District Education Officer Ganesh Prasad Paudel.

“Simkharka-based Gairikharka Primary School has submitted the list of 76 students while only 33 students have been enrolled there,” said Paudel, adding that the practice prevailed among numerous schools in the district.

Schools receive the fund as per the number of students studying there. “It is bad that schools have misused the fund meant for ensuring quality education,” an official involved in the inspection said.

The government introduced the PCF policy in 2008. As per it, the Ministry of Education allocates teacher quotas, textbooks, scholarships and funds to a school through the respective DEO according to the number of students. Lack of strict and timely inspection is attributed to the misuse rampant in the district, a DEO official, Binod Adhikari said.
