PM can’t hand over power to prez: Veep

KATHMANDU, NOV 06 -

Vice President Parmananda Jha said on Friday that the president could take the executive power for interim period if the 27 parties represented in the Constituent Assembly formally wrote to do so.

Speaking to journalists at his residence at Gaurighat, Jha said only Prime Minister Madhav Kumar Nepal cannot hand over executive power to the president without

consensus in the Cabinet. He also said there was no need of presidential rule if the parties reach consensus on peace, constitution and power-sharing.   

“The prime minister alone or his party cannot hand over the executive power to the president. An all-party consensus is necessary for that. And if they reach consensus on that, they can draft the statute," claimed Jha.

Jha’s statement came three days after Prime Minister Nepal in the three party meeting said he would hand over executive power to the president if budget is not passed by mid-November.

 Vice President Jha, while expressing satisfaction over the developments made by the high-level taskforce in drafting the statute, said it had kindled new hope regarding statute drafting.
