MoE plans to adjust PCL phase out
KATHMANDU, AUG 04 - The Ministry of Education (MoE) on Wednesday announced an action plan as the alternative for Proficiency Certificate Level (PCL) as per agreement with the 13 agitating student unions on July 23.
According to the plan, the government will provide three lecturers in each of the 117 community colleges which got affiliation to Higher Secondary Education Board (HSEB) this year. It has also planned to provide monthly Rs. 3,000 each as scholarship to science students hailing from 13 districts which do not have science at Higher Secondary School (HSS) level.
Such students will be provided free education if they enrol in community HSS. To get such facilities, students should secure at least 50 percent marks in SLC.
“The government will also provide special donation to those science students who come from poor, marginalized and disable communities," said Education Minister Sarbendra Nath Shukla.
According to the stipend plan, students from the Himalayan region will get Rs. 935 monthly, those from hilly regions will get Rs 560 per month while those from the Tarai will get Rs. 412 per month.
MoE has also decided to provide Rs. 500,000 to each community science HSS to set up laboratories and Rs. 250,000 to set up libraries under the 'School Improvement Programme'.
For the implementation of these programmes the Ministry has set up a three-member 'fast track committee' led by MoE Joint Secretary Maha Sharan Sharma.
