Maoists publicise action plan on integration

KATHMANDU, JUL 10 -

The main opposition UCPN (Maoist) on Saturday made public its action plan on army integration for defusing the political stalemate.

In the action plan "Bases of consensus for ending political deadlock" publicised today, the Maoists, which is also the single largest party in the Constituent Assembly, have included working plan of the rehabilitation and integration of the Maoist combatants.

The proposal, publicised by Maoist Vice Chairman Narayankaji Shrestha, holds that the Maoist fighters would be brought under the aegis of the Special Committee for Supervision, Integration and Rehabilitation of the Maoist combatants to an immediate effect.

According to the Maoist action plan, the special committee will then individually take stock on the combatants' desires—either to get integrated or rehabilitated in society—and classify the fighters into two groups. The Maoists have given two months time for the classification process.

As per the Maoists' proposal, the integration of the fighters—who will by then be divided into two camps—into various security bodies would then be carried out within a month.

The Maoists, however, have called for discussion on the criteria of integration saying that the internationally accepted criteria of integration should be the basis for integration rather than that of security agencies.

Likewise, the Maoists have stated that the party will manage treatment facilities to those injured during the armed insurgency, dismantle paramilitary structure of YCL and provide Rs. 1m in compensation to the martyrs' families.

Similarly, the Maoists' proposal has also mentioned that different commissions would be formed as mentioned in the Comprehensive Peace Agreement and promulgate the new constitute within the deadline.

The Maoists' proposal comes at a time when the non-Maoist parties including the Nepali Congress and CPN-UML have been demanding the implementation of past pacts on the part of Maoists that includes detachment from combatants and arms, dissolution of YCL and return of seized properties, among other conditions.
