No budget for police hiring

KATHMANDU, MAY 07 - Striking a blow to Nepal Police, the Ministry of Finance (MoF) has said it is not ready to allocate the budget this year for a plan to recruit additional 10,000 police personnel.
Since the government is facing challenges to collect the revenue more than the target amount (Rs.13 billion), the ministry would not give the go-ahead to the police to resume recruitment process, a senior ministry official said, requesting anonymity. The government had planned to manage fund for the police recruitment from the revenue that exceeds the target amount.
“Now the rate of revelue collection is on decline,” said the official. “Because of this we have to defer the recruitment plan this year.” The revenue collection has reached Rs.133 billion until April and this year’s target is Rs. 176 billion, according to the ministry.
Despite the Finance Ministry’s likely rejection, spokesperson of Home Ministry Jaya Mukunda Khanal said the MoF has agreed to provide fund to begin the recruitment process.Nepal Police has not announcement new recruitment for long. He said they have sent a proposal seeking nod from the MoF to increase the strength of Nepal Police from the existing 56,000.
Since the government is working to implement the Special Security Plan to tackle the rising crime after the budget announcement, the Home Ministry wants to add the number of police force. The government has promised Rs. 4 billion for the security roadmap and the new recruitment is its essential part.
However, the case with the Armed Police Force (APF) is different. It has already started recruiting 2,700 personnel out of 5,400 planned, according to MoHA. Currently, the APF has over 25,000 personnel.
A MoF official said the ministry is not under pressure to provide salary to the new APF personnel as the recruitment process is still to complete. It is likely that the government may have to provide them salary form the last month of the current fiscal year.
