Labour attachés in six nations proposed

KATHMANDU, APR 30 - Ignoring advisories and directives of line ministries, the Ministry of Labour and Transport Management is all set to appoint labour attachés in six labour destination countries.

However, interestingly, the persons proposed for these posts do not meet the requirements set by the government.

A proposal to this effect has been tabled in the Cabinet on the unilateral recommendation and decision of Minister for Labour Mo. Aftab Alam. The Ministries of Foreign Affairs, General Administration, and Finance have discussed the issue in the Cabinet.

Amid questions on whether it was necessary to appoint the attachés in countries such as Japan, Korea and Hong Kong, where Nepali labourers work in pretty good conditions, the ministry has also forwarded a proposal for attachés in countries like Oman where Nepal does not have its own mission.

According to Labour Ministry sources, the attachés are set to be appointed for Japan, Oman, Korea, Hong Kong, Kuwait and Israel.

The new attaché for Oman will, however, has to be stationed in Saudi Arabia where Nepal already has one labour attaché.

“We have decided to appoint labour attachés and the newly created posts have been endorsed by different ministries,” Purna Chandra Bhattrai, Joint Secretary, Ministry of Labour, said.

The guidelines for labour attaché appointments say that officials should fulfill certain requirements like having good knowledge of the English language, experience in labour issues and knowledge of the local language of the country where he/she is to be posted.

However, the recently proposed names do not meet any of these requirements.

“When the Finance Ministry put forth these conditions for labour attaché appointments, the Labour Ministry forwarded the proposal to the Cabinet requesting it to change the terms,” sources said. “However, the Labour Ministry is all set to take a final call (without these changes),” the sources added.

Employees at the Ministry of Foreign Affairs (MoFA) have started mounting pressure on the government, demanding that persons from the diplomatic service be appointed as labour attaches.

The performance of current labour attachés in four different countries — Saudi Arabia, Malaysia, Qatar and the United Arab Emirates — has not been satisfactory, MoFA officials say.

The proposed names for the posts are Bishal Bhattarai (Kuwait), Bhavishwor Pandey (Hong Kong), Krishna Hati Puskar (South Korea), Kashi Ram Dahal (Japan), Bishnu Hari Upadhyay (Israel) and Murari Osti (Oman). According to the Foreign Employment Act 2008, the ministry should appoint labour attachés in those countries where over 5,000 Nepalis or over 1,000 Nepali women migrants work.
