Crucial bills on the table
KATHMANDU, APR 04 - With the winter session of the Legislature-Parliament beginning Sunday, the country awaits curiously the fate of some key bills that aim to address not only issues of impunity associated with the decade-long insurgency but also the disgruntlement of the ethnic community like Tharus. The bills on establishment of commission on truth and reconciliation, on conflict-related enforced disappearances and on inclusion are among them.
Also known as the “bill session”, the parliament beginning Sunday will have to deal with probably the heaviest bulk of bills, which have been prepared and amended several times either because of the stakeholders’ protests or the call to make them at par with international standards.
Bills on Economic ordinance, two bills related to seventh amendment of the Interim Constitution, and bill related to land are among the fresh bills registered so far for discussion.
While the bills concerning reconciliation and disappearances have been brought as per the commitment expressed in the constitution and the Comprehensive Peace Agreement (CPA), other bills have been brought to address political demands made in the post-CPA period. There are differences over the terms of the truth commission and it is likely to take much time in the parliament as the issue is related to the investigation of rights violation during the insurgency.
Besides, there are already more than 25 bills under discussion. The bill on inclusion is one of the most controversial documents the House will have to discuss. The bill on infusion is an amended version of the ordinance on inclusion and reservation introduced and withdrawn by then Maoist-led government after it flared nationwide protest from indigenous groups.
Minister for Law and Justice Prem Bahadur Singh said the government has already prepared the bill on inclusion and would soon register it for discussion. “We have finalised the bill on inclusion. It addresses demands of the Tharus and Madhesis.”
