OHCHR-Nepal 'concerned' over Banspani killing

KATHMANDU, MAR 25 -

The Office of the High Commissioner for Human Rights in Nepal (OHCHR-Nepal) on Thursday expressed concerns over the March 10 Banspani incident where three women including a 12-year-old girl were shot dead by Nepal Army (NA) patrol team inside the Bardiya National Park (BNP).

In a press statement issued by the OCHCR-Nepal today, Richard Bennett, the OHCHR Representative in Nepal, has urged the stakeholders to "complete proper investigations with the full cooperation of the NA and National Park authorities." 

The statement also reminds about the Nepal Army Act which states that the Nepal Police should investigate unlawful incidents carried out by NA officials. The OHCHR has also expressed concerns over the "NA's operational guidelines for the use of firearms while providing security in the National Parks."

“It is of the utmost importance that the Nepal Police and the National Human Rights Commission are able to conduct full, independent investigations with cooperation when Nepal Army personnel or any other authorities are alleged to have committed human rights violations,” read Bennett's statement.

Three women—Devisara B.K., Amrita B.K. and Chandrakala B.K—of Hariharpur-2, Surkhet district were shot dead by a NA patrol team deployed for the security of BNP on March 10. NA has claimed that the victims were poachers and killed in retaliation.

Meanwhile, Informal Sector Service Centre (INSEC) Mid-Western Regional Office and Advocacy Forum, in their report, had pointed fingers at the NA soldiers saying that the victims were arrested and killed.
