100-day countdown begins for CA
KATHMANDU, FEB 17 - With 100 days left to promulgate the constitution, the Public Opinion and Coordination Committee (POCC) of the Constituent Assembly (CA) is all set to reach out to people across the country to inform them of the progress made in the constitution drafting.
The committee has decided to mobilise 20 teams comprising lawmakers and CA secretariat officials and it has asked CA Chairman Subhas Nembang to make arrangements for the tour. Each team will visit three to five districts and make people aware of the CA’s achievements and the tasks ahead.
“We have made preparations to begin the campaign within this week. The date will be fixed after we receive permission from the chairman,” said POCC Chairman Pramod Prasad Gupta. “Disputed issues have been sorted out and all 11 thematic committees have completed their work. We want to use this campaign to pressurise political leadership to meet the May 2010 deadline for promulgation of the constitution.”
The statute drafting process entered its second phase early this month after the CA completed deliberations on the concept papers of all the thematic committees. According to the CA schedule, the Constitutional Committee (CC) will prepare a preliminary draft based on the CA’s directives and recommendations by March 5. Preparation of the preliminary draft has been delayed as the CC has received only the report of the Committee on the Distribution of Natural Resources, Financial Rights and Public Revenue.
Gupta said the teams of lawmakers will set up a mechanism in each district to collect public opinion on the first draft of the constitution. According to the CA calendar, opinions on the first draft of the constitution must be collected between March 14 and April 4.
