Govt laying groundwork
KATHMANDU, FEB 10 - The government will create five new posts of teachers in every community-run higher secondary school from the next academic session as part of preparations to phase out the proficiency certificate level from Tribhuvan University (TU).
Higher Secondary Education Board (HSEB) reached on Monday a 13-point agreement with All Nepal National Independent Students’ Union-Revolutionary (ANNISU-R) in this regard.
Following Tribhuvan University (TU) Academic Council’s decision to phase out PCL from TU, ANNISU-R had pressured the government to enhance the capacity of existing higher secondary schools to accommodate all the students who pass grade X. Following this, TU
withheld its phase out decision for a year until the
government readied the infrastructure.
HSEB Vice Chairman Upendra Kumar Koirala said, “We will now amend the existing Higher Education Act and make necessary arrangements with the Education and Finance Ministries to create these posts.”
The government has been providing grant equivalent to salaries of two teachers to community-run schools since 2002 following the ANNISU-R’s protest. “Prior to this, the government did not provide financial support to these plus-two colleges,” said Lekhnath Neupane, President of ANNISU-R.
The school sector reform programme launched from this fiscal year will implement an integrated school education system, bringing grades I-XII under a single mechanism. Monday’s agreement has it that Higher Secondary Schools across the country must run classes up to grade 12 by 2013, make arrangement to issue transcripts from the school and grant scholarship to students from disadvantaged groups, among others.
