DANG, FEB 07 - CPN-UML Vice Chairman Bamdev Gautam on Sunday claimed that with the kind of preparations so far there was no way the new constitution would be promulgated on the slated timeframe of May. 28.

“Now there is no possibility of timely constitution,” he said in a press meet organised by the Dang chapter of Nepal Press Chautari.

Gautam said the interim statute must be amended yet again to change the deadline set for the promulgation of new constitution. “We are already considering pushing the deadline since there is no other alternative.”

Noting that extension of the constitution drafting deadline would not create any difficulty in the country, he said the country could buy some more time for new constitution.

The UML vice chair said he was hopeful that the country would have a new constitution, albeit late.

He relented that political squabble among the big parties, including the UML, was hindering the constitution writing process. “This bickering among the parties drove the country to the point where we are unable to deliver the new constitution on time,” he said. “Prevailing groupism among the big parties is keeping us from finding a commong point of political consensus.”

He also said 18 parties, including the UML, rendered the country immobile by advising the president to take an ‘unconstitutional’ move of reinstating the former Army chief, who was sacked by the UCPN (Maoist)-led government.

Gautam, former home minister, said the incumbent government should promulgate new statute, or else the High Level Political Mechanism (HLPM) could mull over the idea of changing the government.
