Prez Yadav stresses on timely statute draft

KATHMANDU, DEC 08 - President Dr. Ram Baran Yadav once again reminded the political parties about the essence of the timely drafting of the new new constitution. Speaking at a programme in Kathmandu on Tuesday, Dr. Yadav said there is no alternative to drafting the new constitution to institutionalise the democratic republic in the country.

He said that all should be united to accomplish the crucial tasks of constitution drafting and establishing peace. "Constitution drafting and taking the peace process to a logical end are a must to materialise the achievement of the historic Janandolan and institutionalise democratic republic."

The presidents' reminder comes at a time when some political leaders have speculated that the constitution writing within the stipulated time is impossible.

As per the Constituent Assembly (CA) calendar, the new constitution should be promulgated by the end of May next year.

"It is imperative that the new constitution be promulgated in the given timeframe," said the president at a programme organised on the eve of Human Rights Day.

Noting that the state could not ensure the human rights to all the community at once as it is a multilingual and multiethnic nation, the President underscored the need for developing the country as a prejudice free nation.

He further remarked that the issue of human rights would be confined to principle so long as the basic needs like education and health remain a distant dream for the general public.

All the human rights commitments that Nepal has made so far through international treaties should not only be reflected in the new constitution but also be properly implemented, said the president. Nepal has so far signed 22 international treaties concerning human rights, including the International Covenant on Civil and Political Rights (ICCPR).

Stating that protecting everyone's human rights in a diverse country like Nepal, the president said "Unless we guarantee people's right to food, shelter, cloths, education and security, human rights will be limited in words only."
