AIG accused of helping ‘kidnappers’ walk free

KATHMANDU, DEC 05 - A police probe has found former Metropolitan Police Commissioner Kalyan Timalsina at fault for the release of persons allegedly involved in the abduction of Marwari businessman Sanjay Surekha.

Surekha’s June 11 abduction from Baneshwor is the most high profile abduction case reported in the country so far. The kidnappers freed Surekha from a Shantinagar-based house after his kin paid to Dubai-based henchmen of the abductors over US$200,000 as ransom. 

A highly placed source said Additional Inspector General (AIG) Timalsina, going beyond his jurisdiction, had put pressure on the investigators to release detained kidnapping suspects on bail, promising that they would remain in contact with police, which they never did. According to a source, the investigators even lodged a case against some suspects under the Public Offence Act, helping them walk free.

The intervention on the part of Timalsina and other investigators, the source said, had hampered an impartial probe into the case. “This was a serious mistake on the part of the investigators,” said a police officer involved in the investigation.

The probe team has prepared a report, but it is yet to be made public.  With the revelation that kidnapping suspects were released without a proper investigation, the Police Headquarters has directed the Metropolitan Police Crime Division to launch a manhunt for the suspects. In addition, the probe committee, also mandated to probe into the theft of US$300,000, found that AIG Timalsina had made a mistake by handling the case that was beyond his jurisdiction.

Timalsina had started investigating the theft case after arresting the two police personnel—Senior Constable Makar Shrestha and Constable Ram Hari Subedi—on Oct. 28 without a formal complaint and informing the Police Headquarters. The probe committee has collected evidence that suggests that Shrestha and Subedi stole the money from driver Pasang in collusion with unidentified persons on Oct. 17. However, the probe committee has failed to trace the money.
