SYANGJA, DEC 04 - Nepali Congress (NC) Vice President Ram Chandra Poudel on Friday said the new constitution can not be drafted within the stipulated time.

Speaking at a press meet organised by Syangja chapter of Nepal Press Union in Waling today, NC leader Poudel said it has been almost certain that the new constitution would not be drafted by May, 2010.

Poudel, who is also the NC parliamentary party leader, expressed pessimism over the timely drafting of the new constitution saying that the knotty tasks of concluding the peace process and drafting the new statute are to be carried out simultaneously.

"The constitution can not be promulgated until the ex-Maoist combatants are rehabilitated and integrated and the state is restructured," said Poudel," The country could face great disaster if the constitution is promulgated without integration of the Maoist combatants."

He said that the much-hyped High Level Political Mechanism will hold no significance if its guidelines and scope are not categorically stated.
