Three years of peace accord: Envoys concerned over stagnant peace process
KATHMANDU, NOV 20 - Heads of diplomatic missions based in Nepal on Friday expressed their concerns over the lack of progress on implementing the agreements to take ahead the process to achieve sustainable peace in Nepal, marking the third anniversary of the signing of the Comprehensive Peace Accord (CPA).
In a statement issued jointly by missions of Australia, Denmark, European Commission, Finland, France, Germany, Israel, Japan, Netherlands, Norway, South Korea, Switzerland, UK and USA today, the envoys urged the political parties to set aside their differences and work together to agree on the creation of a more prosperous, equitable, and democratic Nepal.
“A failure to agree on a vision for the future and to draft the constitution on time will be a clear disregard of the expectations and aspirations of Nepali people,” read the statement, noting that the Constituent Assembly has fallen behind the schedule.
Urging all political parties to continue to abide by both the letter and the spirit of the CPA and to rededicate themselves to delivering the commitments they made to the people of Nepal, the statement mentioned that other critical aspects of the CPA remain incomplete.
“The rehabilitation and integration of Maoist ex-combatants, and determining the structure of the Nepal Army, as was agreed three years ago, is still not underway. The promised mechanisms to bring justice to the victims of conflict, such as commission to investigate disappearances and to seek truth and reconciliation, are still not in place.”
Appealing the political parties to renounce violence and work together, the statement further stated there is a lack of will to address conflict-era human rights abuses and to tackle the continuing state of impunity in Nepal.
The ambassadors assured their continued readiness to support the peace process, which provides the bases of Nepal’s transition into a peaceful and stable democracy, and its future economic growth and social development.
