KATHMANDU, NOV 20 - A total of 186 citizens have been killed in the post-Comprehensive Peace Accord period, according to a report released by the National Human Rights Commission (NHRC) on the occasion of the third anniversary of signing the CPA on Friday.

Reviewing the progress made in the past three years, the NHRC report said that the signatories of the CPA have failed to implement many commitments included in the document. “Though both parties, the government and the UPCN-Maoist, have expressed their commitment in regard to the right to life, they have failed to implement them practically,” the NHRC report stated.

According to the report, a total of 246 cases of human rights violation -- 198 by the state and 48 by the Maoists -- were registered at NHRC during the past three years. The report shows that of the total 186 lives lost during the post-CPA period, 81 were by killed by the Maoists.
